Intelligence and Congress
Senator Feinstein of California asked for a report on the level of intelligence that Congress receives compared with that of the White House. She did this because President Bush has said repeatedly that Congress saw the same intelligence he did prior to the Iraq invasion, and so cannot now say they changed their minds about their support for the war due to a lack of data. Turns out Bush is wrong. He did have access to material Congress didn’t see. That seems pretty intuitive to me: the C-in-C should always have more access. Why Bush denied that he did is a mystery [well not really, we all know he doesn’t want to admit the truth about Iraq]. Anyway read the report for yourselves: CRS Report – Congress as a Consumer of Intelligence Information
