Trumpcare Facts
With the devastating report from the Congressional Budget Office now being digested by the media and voters, it’s hard to avoid talking about the Republican plan to repeal and replace Obamacare. So, in an effort to keep us focused on fact rather than fiction during our many discussions here are a few reminders:
- No. Obamacare was not “rammed” through Congress by the Democrats. In fact it was a remarkably open and lengthy legislative process during which over 20 committee meetings took place, many of which were aired on television to inform the public. There was ample opportunity for consultation and amendment, and for improvement had anyone with different ideas been fully engaged in the legislative effort. but, alas, the Republicans decided to have nothing to do with it and stood sulking on the sidelines. Don’t forget this was the political strategy of McConnell all along: rigid opposition regardless of the topic or the potential of the policy in question.
- No. Obamacare is not some vast socialist conspiracy to undermine American capitalism. In fact Obamacare is a Republican plan. It is based on ideas generated by Republican supporting think tanks and first implemented by Romney when he was governor of Massachusetts. There are not many socialist policies that I am aware of that rely so heavily on private industry to implement!
- No. Premiums did not surge under Obamacare. Yes, several of the exchanges set up under Obamacare saw very high increases in 2016. And, yes, premiums rose sharply for those who bought their plans directly from an insurance company or who bought unsubsidized plans through an exchange. Altogether those affected by those circumstances amounted to around 3% of all Americans. Premiums rose 7% overall in 2016, and 2% overall in 2015.
- No. The CBO was not wildly off on its estimates about Obamacare. In fact it was the group with the most accurate estimates. Other groups, especially the right wing think tanks, missed the target much more wildly. And, yes, “scoring” legislation such as Trumpcare is exactly why the CBO exists.
- No. Obamacare did not blow a hole in the Federal budget. In fact, because of the taxes it levied to help pay for the subsidies, it is estimated that it would lower the deficit by $350 billion over the next ten years. Oh, and estimates of its cost have systematically been reduced since it was introduced and as more information has been gained from experience.
- And: yes. Trumpcare will radically reduce the number of people with healthcare insurance coverage. The Republicans have begun to distinguish between “coverage” which was the goal — successfully achieved — of Obamacare and “access”. They are repeating the mantra that their intent is to increase access. But technically everyone already has access. Everyone. However the cost of coverage effectively limits who can take advantage of that access and actually become covered. So the shift to an emphasis on access is simply a ruse to distract us all from the massive reduction in actual coverage.
Then there’s the tax cut for the wealthy, which is what the entire thing is all about. The Republicans are motivated to achieve only one thing: cutting taxes for the wealthy. That 24 million of their fellow citizens get thrown out of the healthcare system is merely an inconsequential sidebar to that main objective.
Keep calling it Trumpcare. Make the horror stick where it’s due.
